Reports to: Principal Civil Engineer ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
• Responsible for all functions required for the issuing of encroachment permits; interprets, implements, and applies codes and regulations as they relate to engineering services and the issuance of encroachment permits, which include construction activities in the public right-of-way and usage of the public right-of-way.

• Receives and reviews permit applications; calculates, collects, and receipts fees for permits; assures that proper approvals are in place and that appropriate fees have been collected, including coordinating approvals from outside agencies prior to permit issuance; verifies contractors’ licenses and certificates of insurance.
• Corresponds with contractors, architects, engineers, etc., regarding plan status and approvals; maintains related logs; locates utilities using maps and other materials; conducts research and disseminates findings; enters information into computer systems and maintains related files; and updates and maintains computer retrieval system; performs field inspections and research of the public right-of-way; assists with field inspections of construction activities and use of the public right-of-way.
• Implements right-of-way management policies and procedures including mitigation planning and approval process; disseminates information, including assisting in administering and enforcing City codes, ordinances and policies; assists with the inventory and cataloging of records of the public right-of-way; assists with public records requests; assists the public at the Engineering Division counter and phone line.
• Interacts with a variety of high-level individuals in the community to disseminate departmental information and assist in resolving administrative issues and mitigate impact of encroachments and construction in the public right-of-way; implements right-of-way management policies and procedures including mitigation planning and approval process.
• Interacts with a variety of high-level individuals regarding the planning and monitoring of public works projects (including contractors, developers, utility companies, government agencies, home and business owners etc.), both internally and within the community to provide information, disseminate departmental information and assist in resolving administrative issues related to public works projects; disseminates a variety of information and/or reports to various agencies, division, or departments via telephone, mail, email or FAX.
• Reviews construction plans and traffic control plans for compliance with codes and ordinances.
• Prepares complex, routine and non-routine reports as requested utilizing a variety of software; receives, sorts, summarizes material for the preparation of reports; prepares work reports and staff reports.
• Maintains and upgrades knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
