Role Description

Welcome Coordinators perform various administrative tasks that allow our broader teams to execute on creating an unmatched patient experience, deliver the best care anywhere and make Oak Street a great place to work. Welcome Coordinators juggle tasks such as scheduling patient appointments, managing inbound and outbound phone calls, as well as managing administrative tasks including fax and mail distribution. Welcome Coordinators are expected to be friendly and highly flexible.

Welcome Coordinators are a part of our Service Team and report to the Practice Manager. The main focus of the Service Team is creating a seamless experience for our patients and community members. Welcome Coordinators are responsible for delivering excellent, high-touch assistance to our patients and guests everyday.

Core Responsibilities:
• Welcoming patients and guests
• Conducting visit check-in and assisting patients with required forms
• Collecting co-pays
• Updating patient information and making changes in electronic medical record platform
• Scheduling/rescheduling appointments within electronic medical records platform
• Managing phone lines by answering, taking messages, and conducting outbound calls as instructed
• Managing faxes in the electronic fax platform
• Maintaining the cleanliness of the Welcome and Community Room areas
• May be required to float to other centers in the region on an infrequent basis
• Other duties as assigned

Required
• Strong computer skills required and basic knowledge of Google Suite
• Professional phone etiquette
• Fluency in Spanish, Polish, Russian, or other languages spoken by people in the communities we serve (where necessary)
• US work authorization

Job Purpose and Function

The Network Manager is responsible for maintaining and designing our computer network. You will lead our internal and external systems engineering team that is responsible for designing and developing scalable, maintainable, highly available network architectures that meet business objectives and SLAs. You and your team will be troubleshooting, diagnosing and resolving problems, as well as implementing and designing network solutions.

This role will be accountable for enabling and orchestrating the delivery of targeted technical solutions to enable a better and more reliable customer experience. The current and future scope includes delivering a reliable and cost-effective infrastructure that includes data center, on premise technologies, cloud, mobile, AI, Internet of Things (IoT), edge computing and immersive experiences technologies.

How You'll Make an Impact
• Troubleshoot, diagnose and resolve software, hardware, and other network and system problems.
• Leads the analysis of the current technology environment to detect critical deficiencies, legacy and technical debt, and recommends solutions for improvement. In addition, leads the analysis of technology industry and market trends to determine their potential impact on the enterprise as well as on the enterprise technology architecture.
• Architect the design and implementation of new solutions and improve the resilience of our core infrastructure and devices.
• Coaches, mentors and collaborates with technical subject matter experts and partners to develop technology architecture that enables and drives new business capabilities and operating models.
• Drives digital innovation by leveraging innovative technologies and approaches to renovate, extend, and transform the existing core technology base and IT estate.
• Define high-level migration plans to address the gaps between the future and current state, typically in sync with the IT budgeting or other capital planning processes.
• Configure, deploy, and manage Storage Area Networks, Site-to-Site connectivity, and data replication.
• Must perform disaster recovery operations, manage technologies to support backups and recovery, including the regular testing and validation of our DR environment and tools.
• Monitor overall network performance to decide if changes want to be made and when needed, act as the primary architect.
• Perform network maintenance and system upgrades including service packs, patches, hot fixes, and security configurations.
• Proactively monitor system resource utilization, trending, and capacity planning
• Provide Level 3/4 support and troubleshooting to resolve issues.
• Work within established configuration and change management policies to ensure awareness, approval and success of changes made to the network infrastructure
• Manage server administration to include Group Policies, Active Directory, DNS etc.
• Consult and participate in the selection and implementation of security tools, policies, and procedures in conjunction with the company's security team.
• Liaise with vendors and other IT personnel for problem resolution.
• Manage a team of employee(s) and external Network and Infrastructure team(s).
What We're Looking For
• Bachelor's degree in computer science, information systems, project management, or general business management or related field. Alternatively, equivalent progressive IT experience.
• 5-7 years of experience in infrastructure support and networking required; Cisco experience preferred.
• 3+ years engineering experience.
• 5+ years cloud computing experience; Microsoft Azure certification preferred.
• 5+ years virtualization experience; VMWare certification preferred.
• 2+ years of supervisory experience.
• Ability to thrive in a remote environment (typically 3 days of remote work per week). An ideal candidate will also have:
• Point-of-sale (POS) system experience, preferably in NCR.
• Network+ (CompTIA)
• Exposure to multiple, diverse technologies, platforms, and processing environments.
• Strong understanding of strategic and emerging technology trends, and the practical application of existing and emerging technologies to new and evolving technologies.
• Experience developing technical documentation - architecture, strategies, and roadmaps.
• Understanding of IT standards and controls.
• Proven hands-on network engineering experience
• Deep understanding of networking protocols (e.g., IPSEC, HSRP, BGP, OSPF, 802.11, QoS)
• Solid understanding of cloud platforms such as Azure, AWS and SaaS based applications.
• Knowledge of IT service management (ITSM) and Information Technology Infrastructure Library (ITIL).
• Experience with managing virtual technologies such as VMWare, Hyper-V, SAN environments and SaaS.
• Hands-on experience with monitoring, network diagnostic and network analytics tools.

• Conducts and chairs meetings with developers, property owners, developer representatives and other interested parties.
• Prepares and presents reports to the Planning Commission, City Council and other bodies.
• Participates in public hearings and public meetings relative to planning applications and/or policy decisions.

Education:

Equivalent to a Bachelor’s Degree in City or Regional Planning, Architecture, Landscape Architecture, Civil Engineering, Public Administration, Urban Studies, Social Science, Geography or a related field.

Completion of an accredited certificate program in land use planning approved by the City of Turlock may be substituted for the Bachelor’s Degree requirement. A Master’s Degree in Planning, Public Administration, or a related field may be substituted for some work experience.

Experience:

Three (3) years of full-time, professional level work in planning, public administration or a related field that includes one (1) year of progressively responsible experience in a lead or supervisory capacity, preferably in a municipal setting.

LICENSE OR CERTIFICATE

Applicants must possess (or be able to obtain, if currently residing out of state) and maintain a valid California Drivers License as a condition of continued employment.
DESIRABLE QUALIFICATIONS

Bilingual (Spanish).

A.I.C.P. Certificate.

Master’s Degree in Planning, Public Administration, or a related field
PHYSICAL REQUIREMENTS

Vision adequate to operate vehicles and office equipment, read instructions and follow directions; hearing adequate to converse on the telephone and in person; body mobility adequate to drive and perform required office duties including reaching and bending for files and related office items; use of hands and fingers adequate for operating vehicles, writing, typing, computer, copier, and fax machine and related functions; ability to lift office files, binders and small office equipment, as needed.

SELECTION PROCESS:

3. Applications will be reviewed for possession of the minimum qualifications. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their breadth and recency of experience will be invited to compete in the testing process.

4. Candidates invited to compete in the testing process may be required to take a written examination, which will be based on a pass/fail basis. If a written examination is conducted and a large number of candidates receive a passing score, the City reserves the right to invite a percentage of the top scoring candidates to compete in the next phase of the testing process, the oral examination. Oral exams are tentatively scheduled the week of April 10, 2023.

5. Candidates who are invited to participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list will be based solely on the results from the oral exam.

6. Completion of a practical exercise may be conducted in order to further evaluate skills relating to essential job functions.

7. Top candidates on the eligibility list will be referred to the Development Services Director for final appointment consideration.

8. Final appointment will be contingent upon passing the following: reference review, medical examination which includes a drug screening, hearing exam and vision exam.

VETERAN'S PREFERENCE SYSTEM

The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form. A copy of your DD214 must be attached for this request to be considered.

MEDICAL EXAMINATION AND DRUG SCREENING

BENEFITS

Holidays: Eleven (11) paid holidays and three (3) floating holidays.
Vacation: Paid vacation that increases with years of service.
Sick Leave: Accrual of one day (eight (8) hours) for each month worked.
Retirement: Qualified candidates who are currently a CalPERS member or have been a CalPERS member within the last six (6) months or are subject to reciprocity with another eligible retirement plan, may be a "classic member" and may be enrolled in the City's 2.7% @ 55 plan. Employee pays employee contribution rate of 9% on a pre-tax basis. CalPERS "final compensation" may be based on the highest twelve (12) continuous months of qualifying employment. Non-classic or "new members" will be enrolled in the 2% @ 62 plan and CalPERS "final compensation" will be based on the highest thirty-six (36) continuous months of qualifying employment.
Deferred Compensation: The City will match employee's contribution up to one half of one percent (0.5%) of the employee's base salary for each pay period in which employee contributes to the program.
Retiree Health Savings (RHS) Vantage Care: Two (2) percent of the employee's base payroll will be deposited in each individual's RHS Vantage Care account.
Health: The City offers a generous health, prescription, vision, and dental insurance plans for employees and dependents.
