The Wisconsin DNR is hiring 2 dual LTE – Natural Resources Customer Service Representatives in Rhinelander, Wisconsin.

Each of these dual LTE appointments is comprised of two 20-hour positions for an expected work schedule of 40 hours per week. The intention is to hire two candidates on both positions. See below for more information on the positions.

Position Summary

Position1,

Licensing/Outdoor Specialist:

This position has primary responsibility for serving as a processing expert for hunting, fishing and trapping public contacts. The position will assist customers with the procurement of licenses and will answer questions relating to all aspects of hunting, fishing and trapping.

50% - Provision of information on a full range of DNR topics to the public concerning hunting and fishing laws, requirements and procedures pertaining to licensing; Wisconsin residency, and DNR programs. Service as a primary point of contact for analyzing complex questions. Explain program policies and procedures in responding to customer requests. Apply department regulations and statutory requirements to customer circumstances in determining correct actions and responses. Assist entry level staff with challenging questions.

25% - With minimal assistance, respond to moderate to highly complex inquires from the public, provide information concerning legal requirements, departmental, division and bureau procedures, and assist in the resolution of Wisconsin hunting, fishing and trapping harvest registration and regulation issues.

15% - Review and explain entries listed on customer records and record abstracts to inform individuals of point accumulations for bear, bobcat, fisher, and turkey drawings.

10% - Process disabled hunter permit applications. Evaluate information provided on application and determine through consideration of state statute and physician's recommendation. Independently issue discretionary disabled hunter permits that do not fall within the eligibility criteria of standard Shoot from Vehicle or Troll permits, but are within the spirit of the law. Serve as a point of contact for persons denied permit, assist them in understanding the eligibility criteria and alternative activities they can engage in to legally hunt. Explain the appeals process.

Position 2,

Vehicle Registration Specialist:

This position has primary responsibility serving as a processing expert for registrations, transfers and titling requirements. This position also processes applications, authenticates documents, determines eligibility, issues registration and titles, and provides support for complex vehicle transactions through application of state statutes, administrative rules, and policies/procedures through application of state statutes, administrative rules, and policies/procedures.

50% - Provision of Vehicle Registration and Titling Services to the public consistent with recreational vehicle laws, administrative rules and departmental, division, and bureau policies/procedures. Determine registration and titling needs of the public. Determine and request necessary supporting documents/forms, and review for authenticity and acceptability. Determine correct fees through review and application of appropriate fee schedules; collect and record fees/issue receipts. Prepare and/or issue registrations and titles to the public and resolve problem transactions. Sort/process daily mail to ensure registrations are completed timely.

25% - Staff and Customer Support. Serve as internal contact for registration questions. Serve as program expert to external customers for escalations. Identify/resolve problems requiring extensive knowledge and interpretation of DNR policy/rules; recommend changes to standard operating policies. Participate in training sessions with new CSR staff.

15% - Provision of sound financial/cash handling practices. Reconciling transactions ensuring money is appropriated correctly for each transaction/batch processed, batches balance once completed for employee and others transactions. Resolve any balance discrepancies for batches processed. Deposit checks for mailed in registration applications processed the same day. Independent decision making on refunding and fee waivers as delegated by supervisor

10% - Perform data entry and meta-tagging necessary to process, retrieve and document registration, transfer of ownership, lien status and titled ownership.

Salary Information

These positions pay $19.94 per hour and is in pay schedule and range 02-12. For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan.

Job Details

This is a Limited Term Employment (LTE) position. LTE positions do not automatically lead to permanent state employment or enjoy the same benefits as permanent employees; however, these positions do offer valuable work experience and an opportunity to learn more about career opportunities with the Department of Natural Resources and the State of Wisconsin.

LTE employees are limited to working 1039 hours per position within a twelve-month period.

The Health Physicist manages the operation of the radioactive materials regulatory program. • Respond to statewide incidents involving radioactive materials.

Salary Information

The starting pay is between $32.07 and $41.00 per hour (approximately between $66,705 and $85,280 per year), plus excellent benefits. The position will be filled at either the Nuclear Safety Specialist, pay schedule and range 14/14, or the Nuclear Safety Specialist - Senior level, pay schedule and range 14/13. A 12-month probationary period may be required. The level of the position and salary will be determined based on the qualifications of the selected candidate at the time of hire.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction.

• Four years of formal school if specialized/focused in environmental regulations;
• Four years of applied radiation protection experience at a nuclear facility;
• Four years of operation or technical experience/training in nuclear power;

• Experience characterizing radioactive material and assessing health risk to determine appropriate response actions.
• Professional experience in the health physics aspects of ionizing radiation (e.g., hazard communication, measurement, risk analysis, shielding, or dose assessment, etc.)

• Experience or formal training interpreting and applying state or federal regulations of radioactive material.

15% - Process disabled hunter permit applications. Position 2

This position has primary responsibility for serving as a processing expert for boat registrations, transfers and boat titling requirements. The position processes applications, authenticates documents, determines eligibility, issues registration and titles, and provides support for the most complex vehicle transactions through the application of state statutes, administrative rules, and policies and procedure.

65% - -Application Processing
• Process applications consistent with statute, administrative rules, and policies and procedures.
• Validate vehicle and ownership information. Validate supporting documentation for requirements, accuracy, and proper signature.

- Proficiently use business systems to review applications and requests to determine whether discrepancies exist. Review and evaluate vehicle documents to determine whether they satisfy requirements and advise customers on resolving discrepancies. • Assist transferred and newly hired staff in becoming proficient in registration processing.

10% - Quality Assurance
• Audit registration transactions completed by CSR staff.
• Remove transactions that are incorrect or incomplete. Re-enter transactions correctly, prepare product(s) for customer and inform customer why a product was re-issued.
• Recover any products issued in error.

5% - Other duties as directed by supervisor

Position Summary

The SPD Appellate Division provides legal representation at the circuit court (trial court) level, court of appeals, and Wisconsin Supreme Court, primarily on direct appeal. The types of cases include but are not limited to criminal, civil commitment, protective placement (personal guardianship), sexually violent offender commitment, termination of parental rights, and others as specified by state law for juveniles and adults.

Salary Information

The starting salary will be between $27.24 and $46.50 per hour depending on qualifications, plus great benefits. Positions are unclassified and in pay schedule/range 21-75.

Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Final selected candidate may be eligible for move expense reimbursement to relocate to the place of employment.

Job Details

All applicants who may be appointed to this position will be required to complete a criminal background check prior to an offer of employment. Successful candidates must be admitted to practice law by the Wisconsin Supreme Court prior to their start date.

Qualifications

Applicants must submit BOTH a resume and letter of qualifications to be considered for this position. An ASPD must possess a strong sense of commitment and dedication to indigent defense. Fluency in a foreign language is a plus.

A minimally qualified candidate will have graduated from or will soon graduate from an accredited law school, or is working to be admitted to the Wisconsin Bar within the next year. In addition, the individual must be licensed to practice law in the State of Wisconsin prior to their start date.

Minimally qualified applicants will also have education or training in the following:
• Providing legal representation (e.g., conducting litigation or hearings, negotiating, etc.)
• Preparing and working with legal documents (e.g., preparing and reading legal pleadings, motions, briefs, etc.)
• Time management skills and the ability to meet hard deadlines for caseload
• Ability to interact professionally with diverse groups (e.g., office staff, clients, opposing counsel, courts, etc.)

In addition, well qualified applicants will have experience in the following:
• Experience representing criminal cases (e.g., conducting litigation or hearings, negotiating, etc.)
• Preparing and working with legal documents (e.g., preparing and reading legal pleadings, motions, briefs, etc.)
