Outgoing Agreements Team (OAT)
• Leads the agreement administration function for all outgoing agreements issued under HQ grants, contracts, and cooperative agreements.
• Leads outgoing agreement business processes design and establishes service level agreements (i.e. lead-time standards) that center on a mission-driven, customer service orientation, but also balance risk mitigation and compliance. Coordinates and communicates effectively with cross-departmental stakeholders for input, agreement and to set expectations.
• Monitors outgoing agreement dashboard and works with Team and other stakeholders to resolve escalated issues.
• Develops, updates and communicates the Grant and Consultant Issuance Policies and Procedures as appropriate.
• Collaborates with the Business Technology Solutions Team (BTS) to ensure consistent business processes across WWF US, including US managed country offices.
• Partners with the incoming Grants Administration Unit and Legal team to ensure proper use of agreement templates and consistent communication regarding compliance matters with the Outgoing Agreement Team.

Government & Network Financial Reporting and Audit
• Directs the team responsible for the preparation and submission of external donor financial reports to WWF-International, other WWF entities, Government entities, and other funders. Ensures that the financial reports provide accurate information, are supported by clear and complete workpapers, and are prepared and submitted in a timely manner.
• Oversees the processing of payments through WWF’s USG letters of credit and for the processing of invoices and receipts for all funding agreements in the Government and Network portfolio.
• Leads Accounts Receivable management function for the team’s portfolio, monitoring aging and ensuring that open Accounts Receivable matters are addressed in a timely manner by the team. Coordinates with Accounting and Program Administrators in researching and resolving complex outstanding balance issues, including interfacing with the donor as needed.
• Serves as team lead for WWF's annual US Government single audit process, and other project audits in assigned portfolio. Ensures timeliness and completeness of assigned schedules and supporting workpapers. Qualifications
• A Bachelor’s degree is required, preferably in accounting, business, public administration, or a related field. A Master’s degree in accounting, finance or business administration is preferred.
• A minimum of 10 years of non-profit grants management experience, with 8 years of that in managing subrecipient grant programs and the full subaward management lifecycle.
• Strong management skills are essential, with demonstrated experience in successfully leading teams and managing projects.
• Strong financial analysis, data management, analytical/problem solving skills, creativity, and initiative.
• Advanced knowledge of accounting principles, particularly in accounts receivable process and balance sheet reconciliations, is necessary, coupled with a knowledge of financial reporting requirements and related regulations for USG and multilateral and bilateral donors.

Responsibilities
• Federal Policy Engagement:
• Oversee WWF climate policy priorities and positions in collaboration with the PGA team.
• Develop and execute implementation plans for the Inflation Reduction Act, the Infrastructure Investment and Jobs Act, the CHIPs and Science Act and other Federal legislation and regulations in partnership with federal agencies and the White House
• Oversees Federal and subnational coordination to support climate action.
• Responsible for managing and building relationships with key Federal staff working on the climate agenda.
• International Climate Finance:
• Act as a senior advisor partnering with the PGA team to develop policy positions on increasing the flow of Climate finance to developing countries and vulnerable nation-states.

• America is All In (All In) and Subnational Engagement:

Plans, directs, implements, and manages the competitive, equitable, efficient, and compliant operation of all total rewards activities which include, but are not limited to WWF’s health and welfare plans, international compensation and benefit programs, job family and compensation structure, annual merit increases, and rewards and recognition program.

Responsibilities
• Provide leadership and direction to the Total Rewards team. Ensure positive, highly collaborative partnerships between direct reports and other functional areas within the HR team, as well as with other internal stakeholder groups outside of HR.
• Plans, directs, and manages all phases of the organization's compensation program including the compensation structure design and salary administration for domestic and Country Office employees, and employees on international assignment. Periodically works on projects to update or change programs, such as reward & recognition, pay equity, or changes to the salary structure.
• Initiates, originates, evaluates, and communicates total rewards policies and practices providing a balanced program throughout the organization. Directs the interpretation and application of established total rewards policies throughout WWF. Continually evaluates all total rewards policies, programs, and practices ensuring WWF remains competitive and informed of new developments and trends.
• Directs WWF’s participation in compensation surveys. Reviews data and makes or reviews recommendations for market and promotional increases as appropriate. Drives annual salary administration process with HR colleagues to ensure smooth process for annual increases and bonuses if applicable. Reviews off-cycle recommendations for promotions and market or equity increases. Evaluates jobs and salaries including new hires. Provides compensation market data as appropriate.
• Overseas the management of the organization's benefits and wellness programs.
• Provides guidance, consultation and recommendations to HR Business Partners, Recruiters, and staff on internal total rewards matters. Oversees the employee benefit enrollment process as well as the delivery of compensation and benefits communication materials and education to ensure employee understanding and efficient utilization of available programs.
• Ensures that WWF’s total rewards programs meet all legal compliance requirements.
• Works with HR Operations colleagues to ensure that the total rewards programs and initiatives are supported by the appropriate processes and configuration in HRIS.
• Responsible for the annual preparation of the total rewards budget as well as continual monitoring and re-forecasting throughout the year.
• Performs other duties as assigned.

Qualifications
• A Bachelor’s degree or equivalent experience is required. CEBS & CCP certification is preferred.
• 10 years of benefits and compensation management experience with demonstrated success in developing, implementing, and managing compensation and benefits programs is required. Experience managing a team is preferred.
• Excellent organizational skills with particular emphasis on the ability to set, manage, and meet a multitude of deadlines. Strong analytical and research skills.
• Excellent oral and written communication skills and an aptitude for problem-solving, decision-making, and details. Excellent customer service.
• An extensive and thorough working knowledge of appropriate laws and regulations in the area of total rewards is required.

World Wildlife Fund (WWF-US), one of the world’s leading environment organizations, seeks a Senior Program Officer (SPO) for its Green Climate Fund (GCF) Accredited Entity (AE) unit, part of the WWF-US Climate Team. The Green Climate Fund (GCF) is the world’s largest dedicated fund helping developing countries reduce their greenhouse gas emissions and enhance their ability to respond to climate change in line with the Paris Agreement. Based on specialized fiduciary and programming expertise, accredited entities partner with GCF and developing countries to carry out activities that include the development of GCF funding proposals and the management and monitoring of projects and programs funded by the GCF. Working closely with other members of the GCF Accredited Entity unit and other teams across WWF (including staff from finance, legal, safeguards and operations), the SPO engages and coordinates national governments, donor country agencies, private sector entities and WWF Offices in oversight of their execution of medium-sized ($50m-$250m) GCF projects in Bhutan and others that will come online in Latin America over the next year. These projects are focused on assisting national governments and local partner organizations to address climate change adaptation and mitigation challenges within protected area systems through a Project Finance for Permanence (PFP) approach.

Responsibilities
• Implementation and Quality Assurance: Leads WWF GCF projects in coordination with WWF offices, governments, and other key partners; Provide guidance to project teams in adaptive management, troubleshooting, reporting, and other implementation management duties; Ensure compliance of WWF and GCF standards throughout project implementation; Complete GCF Accredited Entity project reporting;
• Compliance and Risk Management: Identifies and manages risks associated with GCF projects at all stages of implementation. Develops and implements mitigation approaches and ensures compliance with WWF and GCF standards/requirements, identifying issues for escalation to the VP, Global Partnerships, WWF’s Legal department and senior leadership.
• Representation: Represents WWF’s GCF Accredited Entity with the GCF Secretariat including in project consultation sessions, technical supervision missions, national structured dialogues, GCF-convened regional and thematic workshops, and key international events.
• Capacity-building: Builds capacity of select WWF Offices and Teams, government agencies, and other key partners to engage in GCF project processes; Provides expert guidance on the application of GCF policies, procedures and tools for the implementation of transformative climate projects in line with GCF priorities;

Qualifications
• Six to eight years of progressively responsible work experience in climate adaptation science, climate policy, forest management, business, finance, international development. Four to six years’ experience with an advanced degree.
• Proven success negotiating complex agreements with governments and institutions in developing and middle-income countries
• Track record of implementing and/or supervising large bilateral and/or multilateral funded projects, preferably with private sector components.
• Exceptional project management/supervision experience is essential.
• Fluency in English and Spanish required.

Major Function

The Director, Internal Audit implements the organization’s Internal Audit programs. Responsibilities

Internal Audits
• Conduct audits of WWF-US field offices, and as necessary, WWF Network offices and headquarters-based financial and operational functions, to (1) examine and evaluate the adequacy and effectiveness of systems of internal control, risk management and governance processes, and compliance with WWF policy and donor requirements; and (2) make recommendations for improvement to management, as appropriate.
• Prepare written audit reports and present findings to the Senior Director, Internal Audit & Operational Risk and others, as appropriate. Advise management when practices are inconsistent with organizational policies and/or fail to provide necessary controls and factual records. Recommend appropriate corrective action to ensure that operations meet applicable standards of financial and administrative management, internal control, recordkeeping, and reporting. Provide objective analysis, recommendations, and comments concerning all matters reviewed.
• Produce, document, and execute a work plan for each audit. Using this plan, make professional determinations of the nature and amount of work to be carried out and develop a clear definition of scope and terms of reference that will be shared with the office and other Network Auditors in advance of each visit.
• Identify, analyze, evaluate and document sufficient, reliable, relevant, and useful information to achieve audit terms of reference and support conclusions and recommendations for audit reports.

Grantee Audit Monitoring
• Collaborate with the Senior Director, Internal Audit & Operational Risk, VP Program Operations, and Chief Financial Officer to develop a grantee monitoring program; responsible for oversight and administration of this program in accordance with WWF-US policies/procedures and donor regulations.
• Oversee a review process to ensure compliance with government and multinational donor regulations, with a strong emphasis on USAID Assistance and Acquisition regulations. Manage the review of annual audits and audit certifications, follow up on relevant findings, and communicate the results to management.
• Work collaboratively with relevant departments, including Program Operations and the Country Office Unit, to support organizational policy development and standardization of subaward management and oversight requirements.
• In coordination with Country Offices, provide expertise, tools and oversight for documented subrecipient site visits and desk audits.
• Monitor ongoing subaward business risks and flag issues for discussion with colleagues in other departments and across the WWF Network.
• Collaborate with the Senior Director, Internal Audit, and other departments, including Program Operations and Country Office Unit, to develop subaward management trainings at the country office and program level.
• Provide training materials and guidance on donor rules and regulations to subrecipients to aid in capacity building.

Qualifications
• Bachelor’s degree in a relevant discipline such as Finance, Accounting, Business Administration or related field and over 10 years related work experience, or equivalent combination of education and experience.
• Not-for-profit industry internal audit and subgrant monitoring experience preferred.
• Experience working with U.S. Federal government circulars and Single Audit requirements.
• Ability to manage multiple tasks and priorities.
• Ability to deal with sensitive and confidential issues using well developed discretion and judgement. Ability to maintain absolute confidentiality of information and communicate only appropriate information to individuals at the appropriate time.
• Excellent communication and interpersonal skills.
• Strong planning and organizational skills.
• Demonstrated ability working with computer and information management systems including database and spreadsheet software packages for financial analysis, fiscal management and/or financial reports.
